TOCOO！ETC Card(including TEP) can not be received at the car rental outlets, basically.
You may receive it at the designated Convenience store/Post Office.
However there are car rental outlets offering ETC card pick up at the outlet.
If the ETC card option name includes (Outlet Card Pickup Available) in the Application Form, it means you can pick up your TOCOO! ETC Card at the outlet.
